Requires local educational agencies serving grades 7-12 to certify by January 1, 2025 that 75% of both classified and certificated employees with direct pupil contact have received youth behavioral health training.

Mandates that identified training programs include instruction on recognizing signs and symptoms of mental health and substance use disorders, plus referrals to youth behavioral health services and special education services.

Training must be provided during regularly scheduled work hours, though employees may present certificates from external training completion to satisfy requirements.

Prohibits youth behavioral health training from being a condition of employment or hiring for any school employees.

State shall reimburse local agencies and school districts for any costs determined by the Commission on State Mandates to be mandated by the state.
