Authorizes holders of on-sale licenses for bona fide public eating places with off-sale privileges, and licensed beer/wine/craft distillers operating eating places, to sell distilled spirits for off-sale consumption in manufacturer-prepackaged containers if ordered and picked up by the consumer.

Permits licensees to sell non-beer alcoholic beverages for off-sale consumption in non-prepackaged containers with secure lids if sold with meals (limited to 2 drinks per meal), clearly labeled, and meeting specific volume requirements (mixed drinks not exceeding 4.5 ounces of distilled spirits, wine in 187-355 milliliter single-serve containers).

Requires beverages be ordered online, by phone, or in person for consumer pickup with valid ID verification; prohibits delivery orders and requires prominent warning signage about open container laws and transportation restrictions.

Allows the Department of Alcoholic Beverage Control to restrict or prohibit these sales based on good cause, including requests from local law enforcement or governing bodies, with licensees able to petition for modifications within 10 days.

Sunsets on December 31, 2026, after which this section is repealed.
