Requires the Employment Development Department to develop and implement a recession plan to prepare for increased unemployment insurance claims during economic downturns.

Plan must include lessons learned from previous downturns (including COVID-19), workload indicators, staffing strategies, equipment needs, and identity verification improvements.

Plan must address self-serve service improvements, call center protocols, communications capacity, budget constraints, and procedures for significant claims increases.

Department must submit the recession plan to the Joint Legislative Budget Committee, Senate Labor Committee, Assembly Insurance Committee, and Department of Finance by March 1, 2022.

Department must update and resubmit the recession plan every two years thereafter to the same legislative committees and Department of Finance.
