Requires notice of the first emergency teleconference meeting to be delivered individually to members and include clear technical instructions, contact information for technical assistance, and a reminder about requesting individual notice delivery.

Mandates that all directors and members have equal ability to participate in emergency teleconference meetings, with roll call votes for director decisions and telephone participation options for all attendees.

Permits ballot counting meetings to be conducted by teleconference only if conducted by video conference with the camera positioned so members can witness vote tabulation.

Takes effect immediately as an urgency statute to allow common interest developments to quickly conduct necessary meetings during disasters or emergencies.
