Requires associations to deliver documents to members using the member's preferred delivery method (mail or email) specified annually, or by traditional mail if no preference provided, effective January 1, 2023.

Mandates members provide annually to the association their preferred delivery method, an alternate delivery method, and legal representative contact information, with associations required to notify members that email addresses are optional.

Adds internet website posting as an authorized method for "general notice" delivery if the association designates it in the annual policy statement.

Prohibits associations and managing agents from selling or transmitting members' personal information to third parties without member consent unless required by law, with members able to recover damages and attorney's fees for violations.

Includes email addresses in membership lists maintained by associations and expands restrictions on use of association records to prohibit commercial purposes not reasonably related to member interests.
