Prohibits payments made by the Migrant Alternative Payment Program from exceeding the applicable market rate ceiling

Increases the allowable administrative and support services costs for the Migrant Alternative Payment Program from 17.5% to 21% of the total contract amount

Requires reimbursement to include childcare costs paid to providers plus administrative and support services costs, with administrative costs not exceeding federal requirements

Establishes legislative findings that the Migrant Alternative Payment Program supports migrant agricultural workers across at least 19 counties whose employment requires migration patterns throughout California
