Authorizes the State Water Resources Control Board to order consolidation of water systems serving disadvantaged communities that are "at-risk water systems" or substantially reliant on "at-risk domestic wells," in addition to existing grounds for consolidation based on consistent failure to provide safe drinking water.

Requires the state board to consult with groundwater sustainability agencies before ordering consolidation or service extension and to conduct outreach to ratepayers and residents of at-risk water systems.

Requires the state board to consider petitions from disadvantaged community members and any evidence from the potentially subsumed water system contending it is not an at-risk system before ordering consolidation.

Establishes that consolidation findings must be based on aquifer maps and inspection or testing of domestic wells showing imminent risk of failure to provide adequate safe drinking water.

Authorizes the state board to prioritize consolidation of at-risk water systems that have historically faced pollution, industrial development, or other environmental justice burdens.
