Requires the State Oil and Gas Supervisor to make all public information collected by the Geologic Energy Management Division (well records, logs, notices of intention, inspection reports, correspondence) readily available and searchable online by July 1, 2026, with notices of violation and orders available by July 1, 2024.

Mandates all operators provide monthly production reports, water source and disposition data, and other required information to the division electronically by July 1, 2023, using standardized forms and noncustom software where feasible.

Requires operators to submit a copy of local land use authorization supporting well installation with notices of intention, and requires the division to modify evaluation forms to track expiration dates of these authorizations.

Expands complaint investigation authority to allow the supervisor to investigate wells upon written complaints from persons residing within one mile of the wells, in addition to those owning land or operating wells in that radius.

Requires the division to develop an education and outreach program by July 1, 2023, to train local governmental entities on materials related to oil and gas operations, and mandates posting of rate-setting information on the department's public website.
