Defines cadastral surveying as performing surveys that create, mark, define, retrace, or reestablish boundaries and subdivisions of the public land survey system of the United States.

Clarifies that record of survey data may be presented in graphic or narrative form, in addition to other information necessary for intelligent interpretation of survey items and locations.

Extends the hearing timeline for subdivision map appeals from 30 days to 45 days after a request is filed by the appellant, with provisions for longer timelines if no regular legislative meeting can be scheduled within 45 days.

Applies the 45-day hearing requirement to all three appeal scenarios: subdivider/tenant appeals to the appeal board or legislative body, appeals from appeal board decisions to the legislative body, and appeals by interested persons adversely affected by advisory agency or appeal board decisions.
