Expands exemptions for common carriers bringing alcoholic beverages into California to include service in addition to sale for railroad, sleeping car, dining car, boat, steamship, and air carriers.

Allows air common carriers to purchase alcoholic beverage inventory outside of California and transport it by truck into the state without requiring an importer's license.

Maintains existing exemption that carriers are not deemed importers when beverages are brought in exclusively for passengers or employees not on duty and for carrying unsold portions out of state.

Applies exemptions to interstate and foreign passenger carriers operating on trains, boats, or airplanes.
