Establishes the Californians for All College Service Program under the Student Aid Commission to award annual grants to eligible students starting in the 2024–25 academic year, covering mandatory systemwide tuition and fees not covered by other federal, state, or institutional aid.

Creates the Californians for All College Service Program Fund in the State Treasury to receive and distribute appropriated moneys for the program.

Renames CaliforniaVolunteers to the Californians for All College Service Program and reestablishes it as a state agency (no longer under the Governor's office) with a mission to recruit volunteers and provide service opportunities.

Requires students to complete two years of full-time service as program corps members and enroll in at least 12 credits per semester and 30 credits per academic year to receive grants, with a maximum of four years of eligibility.

Continues the Board of Commissioners (renamed Californians for All College Service Program Commission) to meet federal requirements under the National and Community Service Trust Act of 1993.
