CA SB43

Requires the Department of Veterans Affairs to acquire, study, design, develop, construct, and equip a state-owned Southern California Veterans Cemetery in the County of Orange (removing previous requirement to choose between Irvine and Anaheim sites).

Specifies that any site selected must have been studied by both the Department of Veterans Affairs and the Department of General Services.

Creates the Southern California Veterans Cemetery Study Donation Fund, allowing local governmental entities and private organizations in Orange County to donate funds for feasibility studies.

Requires the department to conduct a feasibility study of the Gypsum Canyon site in Anaheim upon receipt of sufficient donations, with the study examining cost, legal, logistical, environmental, fire hazard factors, and federal cemetery requirements.

Establishes the Southern California Veterans Cemetery Master Development Fund and Southern California Veterans Cemetery Perpetual Maintenance Fund in the State Treasury, with moneys continuously appropriated to the department for cemetery studies and operations.
