Prohibits operators of licensed alcoholism/drug abuse recovery facilities and certified alcohol or drug programs from making false or misleading statements about their products, services, or locations in marketing materials or websites.

Prohibits including pictures, descriptions, staff information, or facility locations on websites with false contact information that directs consumers to businesses without contracts with the facility.

Prohibits posting false information or electronic links on websites that surreptitiously redirect readers to other websites.

Authorizes the Department of Health Care Services to investigate violations and impose civil sanctions available under existing law, but does not classify violations as crimes.

Extends the same advertising and marketing prohibitions to operators of licensed psychiatric health facilities, mental health rehabilitation centers, and social rehabilitation facilities, known as "Brandon's Law."
