Extends indefinitely the exemption from nonresident tuition fees for students attending Lake Tahoe Community College who reside in specified Nevada communities (Incline Village, Kingsbury, Round Hill, Skyland, Stateline, and Zephyr Cove), which was previously set to expire July 1, 2022.

Limits the exemption to no more than 200 students per academic year and requires residency in one of the designated Nevada communities for more than one year before seeking the fee exemption.

Requires the Lake Tahoe Community College District governing board to adopt rules and regulations for determining student residence classification and establishing procedures for appeals and review.

Exempted students may be reported as resident full-time equivalent students (FTES) for state apportionment purposes but must pay a per-unit fee three times the resident rate.

Establishes that a special statute is necessary due to Lake Tahoe Community College's unique location straddling the California-Nevada border and serving as the primary higher education access for Lake Tahoe Basin residents.
