Establishes expedited judicial review procedures for "environmental leadership transit projects" located wholly in Los Angeles County or connecting to existing transit projects in that county, with applications approved by January 1, 2024.

Requires judicial proceedings challenging project environmental impact reports or approvals to be resolved within 365 calendar days of the certified record filing, with the Judicial Council adopting implementing rules by January 1, 2023.

Mandates project applicants use skilled and trained workforces, pay prevailing wages, and either enter into project labor agreements or certify compliance with workforce requirements as conditions for expedited review eligibility.

Requires lead agencies to conduct informational workshops within 10 days of draft environmental report release, hold public hearings before comment period closes, offer nonbinding mediation, and prepare concurrent records of proceedings in electronic format.

Applies only to the first seven projects receiving certified environmental impact reports meeting these requirements and expires January 1, 2025.
