CA SB442

Removes the exception that prevented county committees on school district organization from establishing trustee areas in school districts governed by a charter city or city and county board of education.

Prohibits county committees from rearranging trustee area boundaries in districts that have established a hybrid or independent redistricting commission.

Allows county committees to approve trustee area establishment and district-based elections by resolution without voter approval, provided the resolution declares the change furthers the California Voting Rights Act of 2001 and takes effect at least 125 days after adoption.

Increases the minimum timeline from 123 days to 125 days for electing additional community college district board members when the governing board increases the number of trustees.
