Office of Emergency Services shall administer the Special District Fire Response Fund established under the California Constitution to provide funding for fire suppression staffing in underfunded special districts.

Office of Emergency Services must develop a standard grant application form in coordination with the FIRESCOPE Program Board of Directors that includes applicant eligibility, number of additional fire suppression staff, firefighter health and safety benefits, and opportunities to leverage other funding sources.

Office of Emergency Services shall establish an annual timeline for special districts to apply for grants and employ strategies to ensure underfunded fire protection districts are aware of fund availability.

Grant recipients must meet established reporting requirements, and the Office of Emergency Services shall develop metrics for evaluating grant applications consistent with constitutional requirements.
