Extends the California Health Benefit Exchange (Covered California) board's authority to adopt emergency regulations from January 1, 2022 to January 1, 2027.

Extends the Office of Administrative Law's authority to approve more than two readoptions of emergency regulations from January 1, 2027 to January 1, 2032.

Applies these extended deadlines to any regulation adopted before January 1, 2022 (previously applied to regulations adopted before January 1, 2019).

Maintains exemptions for regulations implementing criminal background history checks for persons with access to confidential personal or financial information.
