Authorizes a landowner to modify, repair, or replace a conduit on their own property if the conduit crosses or is buried beneath multiple landowners' properties and is not controlled by a public agency, provided the work does not impede water flow to other water right holders.

Places all increased operation, maintenance, and other expenses from modifications, repairs, or replacements on the landowner or water right holder making the change.

Permits modifications, repairs, or replacements to include new piping, lining, or other water conservation methods, but prohibits any changes that negatively affect other water right holders benefiting from the conduit.
