Expands the California Food Assistance Program (CFAP) to provide nutrition benefits to noncitizens ineligible for CalFresh solely due to immigration status, eliminating previous restrictions based on entry date and sponsorship requirements.

Requires CFAP benefit amounts, eligibility criteria, reporting, recertification, verification, application processes, and timeliness standards to be identical to CalFresh benefits, except immigration status requirements.

Allows income, resources, and deductible expenses of CFAP-eligible persons to be excluded when calculating CalFresh benefits for mixed-status households, ensuring no household receives more than it would without immigration-based exclusions.

Becomes operative once the State Department of Social Services certifies the Statewide Automated Welfare System can support implementation and the Legislature appropriates necessary funds.

Constitutes a state-mandated local program requiring reimbursement to counties and school districts for implementation costs under the Government Code.
