Requires the Mental Health Services Oversight and Accountability Commission to submit biennial reports to specified legislative committees on outcomes for people receiving community mental health services under a full service partnership model, with the initial report due no later than November 15, 2022.

Report must include information on enrollees and non-enrollees regarding their experiences with incarceration, criminalization, housing status, homelessness, hospitalization, emergency room utilization, and crisis service utilization.

Requires analysis of individuals who separate from full service partnerships, including reasons for separation and their outcomes for 12 months following separation.

Commission must assess whether individuals most in need are accessing and maintaining participation in full service partnerships or similar service programs.

Requires commission to identify barriers to obtaining necessary data and provide recommendations to strengthen California's use of full service partnerships to reduce incarceration, hospitalization, and homelessness.
