Allows prisoners to petition for habeas corpus relief when a significant dispute has emerged in the scientific community regarding expert medical, scientific, or forensic testimony used at trial, if the dispute would have likely changed the trial outcome.

Expands the definition of "false evidence" to include expert opinions undermined by the state of scientific knowledge or later scientific research and technological advances.

Permits courts to consider consensus or lack of consensus in the relevant scientific community when assessing whether a significant dispute about expert testimony is substantial enough to warrant relief.

Establishes that significant disputes can be demonstrated through credible expert testimony, declarations, or peer-reviewed literature showing that substantial numbers of experts have concluded developments undermine the reliability of the original expert's testimony.

Does not create additional liability for experts who repudiate their original opinions or whose opinions are undermined by scientific developments or reasonable disputes within their scientific community.
