Expands Medi-Cal benefits to include an annual cognitive health assessment for beneficiaries aged 65 and older who are ineligible for similar assessments under Medicare, subject to legislative appropriation.

Requires Medi-Cal providers to complete department-approved cognitive health assessment training and use validated tools to receive payment for this benefit.

Department must determine training requirements and validated assessment tools in consultation with the State Department of Public Health's Alzheimer's Disease Program, primary care physicians, and the Alzheimer's Disease and Related Disorders Advisory Committee; at least one tool must be free of copyright or trademark restrictions.

Requires the department to consolidate and analyze data on the benefit by January 1, 2024 and every two years thereafter, and post utilization and payment information on its website.

Implementation is conditional on obtaining necessary federal approvals and federal financial participation being available.
