Requires the Metropolitan Water District of Southern California to adopt rules relating to inappropriate conduct by board members, officers, and employees, defining inappropriate conduct as physical, verbal, or visual conduct based on protected characteristics that would be considered inappropriate for the workplace.

Adds rules relating to inappropriate conduct to the existing ethics requirements already mandated for the district, which include rules on internal disclosure, lobbying, conflicts of interest, contracts, and campaign contributions.

Establishes that "inappropriate conduct" includes conduct based on sex, gender identity, race, color, ancestry, religion, national origin, age 40 and over, disability, sexual orientation, marital status, military status, medical condition, genetic information, or other state or federal employment law protections.

Provides that no state reimbursement is required for this mandate because local agencies have authority to levy service charges, fees, or assessments sufficient to pay for the program under Government Code Section 17556.
