Changes the tobacco consumption reduction goal deadline from 1999 to 2030, maintaining the 75% reduction target for California.

Requires the Tobacco Education and Research Oversight Committee to submit its comprehensive master plan to the Legislature by January 1 biennially instead of without a specified deadline.

Mandates annual reporting to the Legislature by January 1 on funding received and spent by the State Department of Public Health, State Department of Education, University of California, California Department of Tax and Fee Administration, Department of Justice, and State Department of Health Care Services.

Changes State Department of Education reporting to the committee from periodic reports to every 6 months regarding the status and funding of tobacco education programs.

Adds electronic cigarette use reduction among schoolage youth as a measurement of program effectiveness alongside smoking rate reduction.
