Expands corporation conversion procedures to allow conversions into domestic other business entities, foreign other business entities, or foreign corporations (previously limited to domestic other business entities only).

Requires plan of conversion to specify the name and form of the converted entity after conversion, in addition to existing requirements for jurisdiction of organization.

Establishes Secretary of State as agent for service of process against converted foreign entities when the entity's designated agent cannot be located with due diligence.

Removes authorization for Secretary of State to charge fees (up to $150) for processing corporate conversions.

Repeals Section 1160 and adds Section 1154 to define conversion procedures and address enforcement of obligations for corporations that convert to foreign entities.
