Requires the State Air Resources Board to include greenhouse gas emissions from wildlands and forest fires in its scoping plan for achieving maximum technologically feasible and cost-effective greenhouse gas emissions reductions by 2020.

Amends Section 38561 of the Health and Safety Code to add wildfire and forest fire emissions to the state board's greenhouse gas reduction planning requirements.

Removes provisions from the original bill that would have continuously appropriated 25% of Greenhouse Gas Reduction Fund proceeds to counties for specific greenhouse gas reduction projects.

Eliminates provisions requiring counties to develop allocation plans, post plans on websites, and submit to annual state audits.

Changes vote requirement from two-thirds to majority and removes the bill's appropriation of state funds.
