Authorizes the Department of Toxic Substances Control to use existing publicly available studies on chemical alternatives instead of requiring manufacturers to conduct new alternatives analyses, followed by public notice and comment before proceeding to regulatory responses.

Empowers the department to request product manufacturers provide information on consumer product ingredients, concentration, functional use, and sales data, with 30-120 days to respond and civil penalties up to $50,000 per violation.

Allows manufacturers unable to obtain requested information from suppliers to certify this in writing and provide supplier contact information; authorizes the department to issue independent requests to suppliers or chemical manufacturers for unknown information.

Requires the department to include in Priority Product Work Plans (beginning with the 2024-26 plan) descriptions of needed ingredient information, collection methods, and timelines of no more than 7 years for completing information collection and regulatory actions for at least five product categories.

Eliminates dispute resolution and appeal procedures for regulations adopted through the Green Chemistry program if the department provides public notice and opportunity for comment before regulation adoption.
