Requires health care service plans and disability insurers covering hospital, medical, or surgical benefits to cover COVID-19 diagnostic and screening testing without cost sharing, copayments, coinsurance, deductibles, or prior authorization requirements

Mandates coverage of COVID-19 prevention items, services, and immunizations recommended by the United States Preventive Services Task Force (rated A or B) or the CDC's Advisory Committee on Immunization Practices, without cost sharing or prior authorization

Extends coverage requirements to both in-network and out-of-network providers, though cost-sharing prohibitions for out-of-network providers expire upon termination of the federal public health emergency

Applies retroactively to March 4, 2020, when the Governor declared the state of emergency related to COVID-19

Extends these requirements to any future disease declared a public health emergency by the California Governor, covering diagnostic testing and recommended preventive services without cost sharing
