Extends priority enrollment eligibility for foster youth and former foster youth in California State University, California Community Colleges, and University of California systems from those whose dependency was established at age 16 or older to those whose dependency was established at age 13 or older, including those with tribal court involvement.

Authorizes representatives of tribes or tribal organizations to verify homeless status for American Indian students seeking priority enrollment based on homelessness.

Expands the Cooperating Agencies Foster Youth Educational Support Program to provide services and direct financial support to eligible enrolled students before their courses commence, if they have completed required matriculation activities and services are deemed necessary for success.

Lowers the age threshold for student participation in the Cooperating Agencies Foster Youth Educational Support Program from age 16 to age 13 for establishing or continuing foster youth dependency, and expands eligibility to include tribal court determinations.

Requires the Board of Governors of California Community Colleges to adopt regulations ensuring program application and enrollment processes are streamlined, do not impose barriers to entry, and allow programs to waive income criteria while maintaining priority for income-eligible students.
