Requires the Department of Housing and Community Development to develop and administer a grant program for qualified homeless shelters and qualified domestic violence shelters to provide shelter, food, and basic veterinary services for pets owned by people experiencing homelessness or domestic violence.

Defines qualified shelters as those that establish pet conduct rules, provide crates or kenneling near bunks or onsite, provide food for both people and pets, and offer veterinary services including spaying, neutering, and behavioral support.

Authorizes the department to use up to 5 percent of appropriated annual Budget Act funds for program administration costs.

Exempts forms, guidelines, and notices of funding availability from the Administrative Procedure Act rulemaking requirements.

Becomes operative only upon appropriation of funds in the annual Budget Act.
