Requires all taxpayers to file alcoholic beverage tax returns using electronic media instead of optional electronic filing.

Makes winegrower return information public upon request for returns filed on or after January 1, 2023, including names and addresses of business taxpayers.

Prohibits disclosure of names and addresses for taxpayers that are natural persons, and allows any taxpayer to elect to prohibit disclosure of all information in their winegrower return.

Requires the State Board of Equalization to amend the winegrower return form to include a designated checkbox for taxpayers to elect non-disclosure and provide information about historical wine industry use of this data.
