Requires the State Water Resources Control Board to issue a new notice and allow public protests if the board has not made a final determination on a water appropriation permit application for mining use within 30 years of the filing date.

Exempts applications from the 30-year notice requirement if the application is canceled or denied, or if a notice and protest opportunity was provided within five years before final approval.

Exempts applications where the board conducts a hearing or proceedings with at least 45 days' notice and allows public participation, or where the applicant is a public entity.

Does not limit the board's authority to issue a notice or require the applicant to issue a notice if circumstances change or a notice is necessary to provide fair opportunity for public protest.
