Requires community water systems to remove or replace the entire lead user service line if they disturb, remove, or replace any portion of it, effective until January 1, 2025.

Applies existing enforcement provisions under the California Safe Drinking Water Act to violations of this requirement, including civil and criminal penalties.

Amends Section 116890 of the Health and Safety Code to allow the State Water Resources Control Board to enforce these lead service line removal requirements against public and community water systems.

Specifies that no state reimbursement is required for local agencies or school districts because costs result from creation of a new crime or infraction under the California Safe Drinking Water Act.
