Eliminates the continuous appropriation of 25% of annual Greenhouse Gas Reduction Fund proceeds to the High-Speed Rail Authority, ending on June 30, 2022.

Beginning in fiscal year 2022–23, redirects 25% of annual Greenhouse Gas Reduction Fund proceeds to the Salton Sea Restoration Fund established under Fish and Game Code Section 2932.

Maintains all other existing appropriations from the Greenhouse Gas Reduction Fund, including allocations for transit, affordable housing, sustainable communities, and drinking water programs.
