Requires local educational agencies to consult with eligible mobile pupils (foster care, homeless, former juvenile court school, military family children, migratory, and newcomer program students) about the option to remain in school for a 5th year to complete graduation requirements if reasonably able to do so within that year.

Extends consultation requirements through January 1, 2028 to include pupils who can complete statewide (but not local) graduation requirements within a 5th year, and mandates reevaluation of eligibility at the start of the following academic year for pupils initially deemed able to graduate in 4 years.

Requires transferring schools to issue official transcripts with full and partial credits earned, and mandates new schools contact prior schools within 2 business days if credits are missing, with prior schools providing records within 2 business days of request.

Expands educational record requirements for pupils in foster care to include days of enrollment or seat time determinations and official transcripts showing all full and partial credits earned or coursework satisfactorily completed.

Applies exemption and alternative requirements to eligible pupils enrolled in adult education programs regardless of age, and establishes state mandate reimbursement procedures for local agencies.
