Mandates the department advertise the nonprofit liaison's name and contact information on its website.

Establishes nonprofit liaison responsibilities including responding to complaints, providing technical assistance on regulatory compliance, reporting concerns to the Director, and sharing procurement practices with nonprofit corporations.

Prohibits the nonprofit liaison from advocating for or against regulation changes or intervening in pending investigations or enforcement actions.
