School districts must offer eligible pupils specific interventions and supports, prior semester credit recovery options, and research information about pupil retention when parents request retention for the 2021-22 school year.

The State Department of Education must compile and publish existing research on pupil retention effects and beneficial interventions by August 1, 2021.

"Eligible pupils" are those enrolled in kindergarten through grade 12 during the 2020-21 school year.

Reimburses local agencies and school districts for state-mandated costs if the Commission on State Mandates determines this bill creates such costs.

The bill takes effect immediately as an urgency statute to address learning loss from COVID-19 pandemic school closures.
