Requires University of California, Davis, School of Veterinary Medicine to develop the California Veterinary Emergency Team program to support and train a network of government agencies, nongovernmental organizations, and individuals to assist in veterinary care of household, domestic animals, and livestock during emergencies.

Program shall conduct or support research on best practices for evacuation and care of animals in disasters and ensure training and care meet standards accepted within the veterinary profession.

Requires UC Davis, Secretary of Food and Agriculture, and Director of Emergency Services to develop a memorandum of understanding for coordinating the program's activities with state disaster response practices and deployment of program participants during disasters.

Establishes the California Veterinary Emergency Team Fund in the State Treasury to support the program upon legislative appropriation, with funds not counted as offsets to other UC appropriations.

All provisions apply to University of California only to the extent that the Regents approve them by resolution.
