Requires social workers deemed essential workers during a Governor-declared state of emergency to be included in the first group of essential workers eligible to receive emergency materials and protective gear.

Authorizes the state or local governmental entities to establish further distribution levels within the first group of essential workers specifically for different classifications of social workers.

Does not prohibit inclusion of additional classifications of essential workers beyond social workers in the first distribution group.

Declares the act an urgency statute effective immediately to protect vulnerable populations relying on social workers during ongoing or future emergencies.
