Establishes the California Zero-Emission Vehicle Authority within the Governor's Office of Business and Economic Development to coordinate state agency activities on zero-emission vehicle deployment and charging/hydrogen refueling infrastructure.

Authority shall develop new funding and financing programs including incentives, rebates, tax credits, and loan guarantees to support electric vehicle infrastructure, manufacturing, fleet procurement, and workforce development.

Requires authority to serve as state coordinator removing barriers to transportation electrification by coordinating among the State Air Resources Board, Energy Commission, Public Utilities Commission, and other agencies to streamline permitting and interconnection processes.

Mandates biennial progress reports to the Legislature and publication on the authority's website tracking metrics on vehicle sales, infrastructure deployment, private investment secured, job creation, and workforce training programs.

Provisions expire and are repealed on January 1, 2029, unless extended by later enacted legislation.
