Defines "treated wood" as wood treated with EPA-registered chemical preservatives and requires it to be disposed of in either Class I hazardous waste landfills or composite-lined solid waste landfills meeting specific requirements.

Prohibits treated wood waste reuse except onsite at the facility where it was generated and only for EPA-approved uses of the preservative used to treat the wood.

Requires wholesalers and retailers to post conspicuous warning information at points of sale containing hazard warnings, safety precautions, and website references for treated wood and treated wood-like products.

Mandates the wood preserving industry maintain a website, prepare outreach materials, and annually update and disseminate information on proper handling and disposal of treated wood waste to generators and facilities that may receive such waste.

Requires the Department of Toxic Substances Control to adopt alternative management regulations for treated wood waste, conduct regular inspections of generator sites and disposal facilities, produce annual reports on generation and disposal data by July 1 each year, and develop an inspection and compliance plan by March 1, 2023.
