Creates the Farmworker Climate Resilience Adaptation Program administered by the Strategic Growth Council to award $20,000,000 in competitive grants to eligible farmworker-serving organizations for climate resilience projects.

Establishes the Farmworker Climate Resilience Adaptation Task Force with 19+ representatives from state agencies, appointed by the Governor, Senate Pro Tempore, and Speaker of the Assembly, including current or former farmworkers and labor organizations.

Task force must meet at least 6 times before June 30, 2023, research climate change impacts on farmworkers, make funding recommendations, and submit findings and recommendations to the Strategic Growth Council, state agencies, Legislature, and Governor.

Requires grants to address farmworker needs for sustainable and equitable adaptation to climate impacts including excess heat, freezes, wildfire smoke, pandemics, and drought economic impacts, with priority given to disadvantaged communities with high farmworker populations.

Appropriates $5,000,000 to the Strategic Growth Council for program and task force administration; implementation is contingent upon annual Budget Act appropriation, and the program expires January 1, 2026.
