Ratifies tribal-state gaming compact between California and Santa Rosa Indian Community of the Santa Rosa Rancheria, executed August 18, 2022, under the federal Indian Gaming Regulatory Act of 1988

Exempts specified actions from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty, including compact execution, amendments, and intergovernmental agreements negotiated pursuant to the compact

Limits CEQA exemptions to on-reservation impacts of compact compliance; does not exempt cities, counties, state agencies, or local jurisdictions from CEQA requirements for other projects

Amends Section 12012.102 regarding the Middletown Rancheria compact and adds new Section 12012.108 for the Santa Rosa Rancheria compact

Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the Santa Rosa Indian Community
