Extends full-scope Medi-Cal benefits eligibility to individuals aged 60 or older who lack satisfactory immigration status, effective July 1, 2022, subject to legislative appropriation.

Maintains existing eligibility for full-scope Medi-Cal benefits for individuals under 25 years of age without satisfactory immigration status.

Requires the Department of Health Care Services to seek federal approvals for federal financial participation, with state-only funds used if federal funding is unavailable.

Eliminates accelerated noncompetitive contracting exemptions for any contracts newly entered into or renewed on or after January 1, 2022.

Requires monthly legislative updates on implementation status and provides for state reimbursement to local agencies for mandated costs if determined by the Commission on State Mandates.
