Establishes the Climate Pollution Reduction in Homes Initiative to be administered by the Department of Community Services and Development in consultation with the State Energy Resources Conservation and Development Commission.

Authorizes grants to local service providers to give financial assistance to low-income households (at or below 60% of statewide median income) for purchasing zero-carbon-emitting appliances including water heaters, stoves, heating/cooling systems, refrigerators, washers, and dryers.

Requires the department to develop guidelines ensuring expeditious delivery of funds, specifying eligible appliances, and ensuring safe, reliable appliances that stabilize utility bills for low-income households.

Allows local service providers to use grant funds for outreach, technical assistance, rebates, loans, installation, education, and support services, with up to 20% of assistance available for electrical upgrades to support appliance installation.

Becomes operative only upon legislative appropriation.
