Revises the definition of "behavioral health treatment" for autism and pervasive developmental disorders to require services be based on behavioral, developmental, relationship-based, or other evidence-based models in health care service plans and health insurance policies.

Expands the definition of "qualified autism service professional" to include registered, certified, or licensed associates or assistants regulated by the Board of Psychology, Board of Behavioral Sciences, or California Board of Occupational Therapy, when supervised by a qualified autism service provider in their field of practice.

Allows qualified autism service paraprofessionals to receive training directly from qualified autism service providers practicing the evidence-based treatment modality they will administer, rather than requiring training from other sources.

Requires intervention plans to include parent or caregiver participation when clinically appropriate and individualized to the patient, or requires development of an alternative plan if a parent or caregiver cannot participate.

Prohibits health care service plans and insurers from denying or reducing coverage for medically necessary services based on lack of parent or caregiver participation, implementation of an alternative plan, or the setting, location, or time of treatment.
