Authorizes the Department of Health Care Access and Information to waive seismic safety requirements under the Alfred E. Alquist Hospital Facilities Seismic Safety Act for O'Connor Hospital and Santa Clara Valley Medical Center in San Jose if compliance plans are submitted by January 15, 2022.

Requires O'Connor Hospital to achieve seismic compliance by July 1, 2023, and Santa Clara Valley Medical Center Building F by July 1, 2023, with Building N compliance required by December 31, 2024.

Mandates quarterly progress reports to the department on or before April 1, 2022, through October 1, 2024, to track compliance with accepted plans.

Allows the department to revoke the waiver if hospitals fail to provide timely progress reports deemed sufficient by the department, subject to 90 days' written notice and opportunity to cure noncompliance.

Declares that a special statute is necessary due to the need to maintain medical services during the COVID-19 pandemic and unique financial challenges from the County of Santa Clara's 2019 acquisition of O'Connor Hospital.
