Prohibits health care service plans and disability insurance policies issued, amended, or renewed on or after January 1, 2023, from imposing deductibles on covered prescription drugs or equipment and supplies used to treat chronic diseases.

Limits cost sharing for chronic disease drugs and equipment to copayment or coinsurance amounts equivalent to those for non-chronic disease prescription drugs and benefits.

Defines "chronic disease" as a physical or behavioral health condition lasting one year or longer that requires ongoing medical attention or limits activities of daily living, including mental health and substance use disorders.

Exempts high deductible health plans from these restrictions and allows them to impose deductibles for preventive care as permitted under federal law (Internal Revenue Code Section 223).

Authorizes the Insurance Commissioner to issue guidance to implement and interpret the bill's provisions without formal regulatory action until regulations are adopted.
