Exempts autonomous vehicles not capable of operation by a human driver from certain equipment requirements including windshields, windshield wipers, mirrors, speedometers, beam indicators, and windshield defrosters, provided exemptions comply with federal law.

Allows autonomous vehicles not equipped with windshields to affix bumper notice requirements in the doorjamb instead of the windshield.

Modifies stoplamp activation requirements for autonomous vehicles to activate upon remote or autonomous braking system activation instead of requiring foot brake or hand control activation.

Clarifies that muffler requirements apply only to motor vehicles equipped with an internal combustion engine.

All exemptions for autonomous vehicles are conditioned on consistency with or authorization by applicable federal law, regulations, or exemptions.
